Ishtar
An ancient Mesopotamian goddess associated with love, beauty, sex, desire, fertility, war, justice, and political power. She is the goddess of Venus, the Morning Star, and was known as the Queen of Heaven.
She appears in many ancient texts: Enki and the World Order, Inanna and the Huluppu Tree, Inanna and Utu, Inanna Takes Command of Heaven, Enmerkar and the Lord of Aratta, Goddess of the Fearsome Divine Powers, Inanna and Shukaletuda, Inanna's Descent into the Underworld, and the Epic of Gilgamesh.
Fillia
In Fate/Strange Fake, instead of using Rin as a vessel, Ishtar uses an Einzbern homunculus, Fillia. This Ishtar is Fillia von Einzbern-Ishtar (Filtar). Because her personality isn’t merged with Rin’s, she’s more like her original self. This is closer to the Ishtar of Mesopotamian myth. She’s slightly less emotional, but she also cares slightly less about humans and the state of the world in general.
Personality
"The Sumerians worshipped Inanna as the goddess of both warfare and sexuality. Unlike other gods, whose roles were static and whose domains were limited, the stories of Inanna describe her as moving from conquest to conquest. She was portrayed as young and impetuous, constantly striving for more power than she had been allotted."
Inanna infamously mistreats her lovers, as pointed out by Gilgamesh in the Epic. In Inanna's Descent into the Underworld, she treats her consort Dumuzid in a capricious manner, and leaves him in the Underworld. She doesn't seem to care much for others.
Ishtar is selfish. When she was initially summoned (in Rin’s body), she hurt people who loved her by doing things that she spontaneously desired. Ever since she returned from Kur, in Fillia’s body, she’s been… not trying to make up for it, but trying to be better. Now she tries to be clear with people about what she wants, instead of just acting on a whim. She’s still as indecisive and flirty as she was then, but she’s aware of it now. It’s… not necessarily better, but at the very least, she recognizes that she made mistakes.
Matthew
Matthew is a verg rat that Ishtar picked up from Kur. He's like a Shade, but small and less deadly. He likes to eat salami. He sleeps on her chest at night, and he mostly stays in her room. He likes people and things that are associated with death, and he likes to be pet on the head between his ears.
She does take Matthew out of her room sometimes to give him some fresh air. He's an avatar of all the motherly feelings she had towards someone she loved very dearly. She calls him her son. Matthew is an incarnation of the love she isn't able to give, who she takes care of as if he were her child.
